Various CRA reports to Parliament over the years chart the steady rise in the results produced by the CVITP during the 2013 to 2017 period.
These results were not produced because of any explicit CRA strategy. The CRA did not establish any targets for returns completed or for individuals assisted.
Instead, this growth appears to have been largely “organic”. As more and more community-based organizations across the country signed up to host CVITP clinics, they brought with them their rosters of volunteers who could deliver CVITP services in ever larger numbers. The CRA provided some modest administrative and logistical but no financial support to these organizations. Instead, it freerode on their budgets and human resources to deliver CVITP services as it had been doing since the start of the CVITP in 1972.

The Annual Report to Parliament (ARP) evolved into the Departmental Plan or DP (at the beginning of the fiscal year) and the Departmental Performance Report or DRP (at the end of the fiscal year). The DRP later changed its name to the Departmental Results Report (DRR).
